ASSEMBLY DISTRICT MEETINGS
The Assembly District Delegates (ADDs) and Assembly District Executive Board Representatives (“E Bd Reps”) are elected at the Assembly District Election Meetings (ADEMs) held in each of the 80 Assembly Districts. The California Democratic Party is convening ADEMs on January 12 and 13, 2013, where 12 people (6 women / 6 men) from each Assembly District will be elected to represent their district for both the 2013 and 2014 State Conventions. A person may only participate in the ADEM if he/she is a Democrat residing in and registered to vote by October 22, 2012 deadline, unless the person turned 18 or was a naturalized after the deadline, and is registered or registers on-site.

Reorganization of the Democratic State Central Committee (DSCC) begins at the end of 2012 and goes through February 7, 2013. Members of the DSCC (also known as “Delegates) come from the following sources: Elected through the Assembly District, Elected through County Committees, or Appointed by Democratic Elected Officials/Nominees
Who May Run for Assembly District Delegate to the California State Central Committee?
“The qualifications for running for the Assembly District Delegate to the California State Central Committee are the same as those for participating in the Election Meeting, with three important caveats: 1) The candidate MUST submit their names to the CDP at least 30 calendar days prior to the Election Meeting to be checked for eligibility; 2) The candidate MUST pay a $20.00 filing fee to the CDP (which will be waived if the candidate declares a hardship); and 3) a candidate does not have to be present to be eligible for election. Prospective candidates should use FORM B to apply to be a candidate. For 2013, the deadline is 5:00 pm on Thursday, December 13, 2012 (for meetings taking place on January 12) or 5:00 pm on Friday, December 14, 2012, (for meetings taking place on January 13). Candidates should confirm receipt of filing prior to the deadline. The CDP will not be responsible for failed, defrayed, unreadable, or corrupted filings whether by hardcopy delivery or electronic filings such as faxes or e-mails.
Requirements to Run for Assembly District Representative to the Executive Board:
Unlike ADD Candidates, E-Board representative candidates DO NOT have to file in advance. However, a candidate for e-board representative must be qualified to run by either: 1) Just having been elected as an ADD, or 2) By being one of the following categories on membership on the upcoming State Central Committee (in this case, 2013-2015): A. Any elected Democrat to a state or congressional office; B. The Democratic nominee to any state or congressional office, until such time a Democratic is elected to that office; C. The highest vote-getting Democrat in a state or congressional special election in which that Democrat did not win election; D. An appointed member pursuant to Article II, Section 3 of the CDP BY-laws. NOTE: being appointed/elected to the State Central Committee through a County Central Committee DOES NOT qualify a person to run for Assembly District Representative to the Executive Board at an ADEM.
